Gov. Phil Murphy stated last week that districts that couldn't meet the requirements for in-person guideline would be enabled to being virtually as long as they had a strategy to bring trainees and teachers back to class. Strategies should initially be approved by the state Department of Education.
While most districts that anticipated to open the year remotely plan to resume in-person instruction following the very first marking period, some, such as New Brunswick and Camden do not plan to reopen till early 2021.
The following districts prepare to keep students home. NJ Advance Media will contribute to the list as more districts reveal all-remote strategies.

- Garfield (vote prepared for Tuesday)
- Hackensack (schools plan to reopen Nov. 2)

- Delsea Regional (board of education vote is Tuesday)
